Stateless Is Not Governed
On July 28 the protocol every AI uses to reach real systems resets. A public scan of the official registry on July 12 probed 4,356 reachable servers for readiness and found one, and it was ours. On why that is a smaller thing than it sounds, why the readiness test cannot see governance at all, and the pass-or-fail bar this ecosystem still does not have. On July 28 the Model Context Protocol goes stateless: no handshake, no session, every request standing alone. The protocol-level risk shrank and the implementation-level responsibility grew, and the spec answers none of the questions an auditor will ask. Governance Has to Read the Model, Not Just Its Output
New interpretability research from Anthropic shows that misaligned behavior is driven by internal model states that are causal, can be read before the behavior appears, and are missed by surface-text monitoring.
